Ricardo Humberto Ramírez Carrero undertook his undergraduate studies in electrical engineering at Universidad Industrial de Santander and his graduate studies in energy at Sheffield University. With more than 30 years of experience in the energy sector, in both public and private fields, Ramírez has carried out duties as Chief of the Mining and Energy Division at the National Planning Department, Expert Commissioner at the National Regulation Commission for Energy and Gas, Technical Secretary for National Operation Counsel in Natural Gas, and Supervising Manager at the ANH. In the academic arena, Ramírez has carried out duties as professor at National University and Santander Industrial University.

Alejandro Gutiérrez lidera los aspectos regulatorios y de mercado de la iniciativa de Emprendimientos en Energía del Grupo ISA, evaluando y desarrollando nuevos modelos de negocio y de mercado para la aplicación de nuevas tecnologías en el ámbito geográfico de la compañía.

Alejandro está vinculado al Grupo ISA desde 1995 y su experiencia profesional ha estado enmarcada en asuntos relacionados con la regulación de la operación de sistemas y de mercados eléctricos, así como en estructuración de proyectos de nuevos negocios. Es ingeniero electricista de la Universidad Nacional de Colombia. Es además Especialista en Gerencia de Proyectos, Especialista en Organización Industrial y Regulación Económica y Magister en Economía de la Universidad EAFIT de Medellín.

Ms. Navarro joined the firm in 2010 and is the Director of the Infrastructure and Public Utilities Practice Group. She has advised many companies along the different activities of the energy sector using conventional and non-conventional sources, as well as natural gas. Among others, Claudia has wide experience in contract’s structuring, including but not limited to, BOOMT, PPAs and connection agreements and all matters related to electricity retail and natural gas production.

She is an expert in regulation of the electric energy and natural gas services and she has been recognized as a distinguished attorney by various sectorial associations such as: ANDESCO, ACOLGEN, ASOCODIS, and ANDI. She has actively participated in the process of consolidation and recognition of the Infrastructure, Energy and Natural Gas practice, accomplishing to position it in national and foreign market.

Ms. Navarro holds postgraduate degrees in Public Management from Los Andes University and Contractual Law from Externado University. Moreover, she holds a Master’s Degree in Constitutional Law from the Centro de Estudios Políticos y Constitucionales of Madrid and undertook her PhD studies in the University Rey Juan Carlos in Madrid.

Currently, Ms. Navarro teaches the course of “Infrastructure: regulation and finance” of the faculty of Law of Los Andes University and “Public, construction and concession agreements typology, infrastructure and public utilities” of Rosario University.

Law graduate (J.D) and Master in Law from the Universidad de los Andes (Colombia), LL.M in Environmental and Energy Law from K.U Leuven (Belgium), Specialist in Environmental Law from UFRGS (Brazil), Specialist in Electricity and Gas Regulation from the University Externado de Colombia (Colombia).

Member of Brigard Urrutia since 2014, Mr. Tejeiro currently leads the Environment and Sustainability Practice within the team of Natural Resources and Environmental Law. He is also a member of the Infrastructure and Public Utilities team of the firm, where he advises clients on Renewable Energy and Energy Efficiency projects.

He has served as legal counsel, researcher and lecturer in matters related to environmental law and renewable energy in Colombia, Switzerland and Brazil, occupying various positions in the real sector, NGOs, research institutes and law firms. He is author of several publications in Colombia and abroad in environmental and renewable energy law, and is currently professor on sustainability matters within several universities across Colombia.

Member of the firm since 2005 and he is currently partner of the Tax and Wealth Management. He worked during two years at Ernst & Young LLP in New York as Senior Associate. He has advised national and international companies on different matters such as the acquisition of local companies, corporate restructurings involving both local and foreign affiliated and international financing projects. In addition, he provides advice to local and foreign companies undertaking projects in the mining and hydrocarbons sector.

He has wide experience in local tax law and is an expert in the application of treaties to avoid double taxation. Member of the International Fiscal Association - IFA and the Colombian Institute of tax law-ICDT. Professor of the postgraduate degree in international taxation at Universidad de la Sabana and EAFIT.

Lawyer of the Faculty of legal sciences, Pontificia Universidad Javeriana, obtained a degree of LL. M from New York University School of Law, is admitted to practice in the State of New York. In addition, was recipient of the scholarship Wallace Scholarship at N.Y.U., and obtained postgraduate degrees in Customs Law at Universidad Externado de Colombia and in Tax Laws Universidad de los Andes.

Miguel Toledo has more than 15 years of experience structuring financing for power, gas, transport, and water projects in Latin America and the Caribbean. Mr. Toledo is currently a Principal Investment Officer within IFC’s Latin America Infrastructure and Natural Resources group, leading IFC’s efforts in Central America, the Caribbean and the Andean regions. Prior to joining IFC in 2005, he worked at CAF and Citigroup. Mr. Toledo holds a bachelor’s degree in civil engineering from Universidad de los Andes in Colombia and a master’s degree in Business Administration from McGill University in Montreal.
